The entrant Section dropdown showed only bare letters A-F with no explanation. Each option now reads e.g. "B — single operator, multi band", bilingual (nl default / en) via new section_label_A..F i18n keys. Operator-class jargon stays native per R30. 136 tests pass.

fix: show Section long name next to A-F code in upload dropdown c7501852d2

The entrant Section dropdown showed only bare letters A-F with no
explanation. Add bilingual long names (e.g. B - single operator, multi
band) via new section_label_A..F i18n keys in nl.po/en.po, rendered next
to each code. Operator-class jargon stays native per R30.

fix: only offer contests whose Submission Window is open f3ce3a5a13

The upload form listed all 12 Monthly Contests, including future months
(e.g. Nov/Dec on an October date) that have not happened yet. Add
MonthlyContest.has_started and is_open (has_started and not is_locked)
and filter the dropdown to open contests only, so an entrant can submit
only from the contest day until two weeks after. Empty-state message
added (bilingual) when no contest is currently open.
